Voltmeter dock at 0 while everything looks OK

Good day all. Simple question. My boat, when moored at the dock has current from the dock-boat cable but 0 on the voltmeter. Battery selector is on the dock side as usual. Bilge and water pumps are working regularly, and lights as well. With battery selector on the boat side, also no problem in crancking and switching on. 

I am a total ignorant in mechanics and electrics, and I am thinking about a bad wire connection to the meter. Any other possible reason? Any idea is appreciated.

The dashboard gauges usually only work when the ignition is on or the boat engine is running.  The gauge on the dash should be an Ammeter.  

You could add a voltmeter to the battery to show battery condition whenever the battery selector switch is on.
