2009 Malibu MUX Issues

I have a 2009 vlx wakesetter and come across a issue with the fill and drain not working on the bow ballast tank. The pumps work fine and fuzes are all good, but there's no 12v power getting to them when turned on. They work fine when I move the fuse in the mux power supply to the bypass fuse insert. Would this be an mux controler problem or the mux power supply main board? The same button on the mux controller shares the navigation lights they also are not turning on. A wiring digram would make it easier to diagnose but cannot find anything online.

@Trentv8 Have you tried to reprogram the MUX buttons so that the ballast fill and drain are on different buttons? Maybe that could tell you if it was the MUX controller or the power supply main board.
