Manual Wedge will not plane off 2002 Malibu Sunscape LSV

I have a 2002 Malibu Sunscape LSV. With the wedge fully down and a wake shaper on the side, I can't get it to plane, even floored. 

Am I just weighting the boat wrong and need more weight in the front? 

i've typically had one person in the front and a couple in the back to catch the rope and man the flag. 

How much weight should I need up front?

The good news is that floored, it goes about 11 mph and the surfing is just fine, but it's not easy to see over the top, and certainly not great for engine/gas mileage to never plane off.

Can you get on plane with wedge down and no wake shaper?  You don't need (or want) to be on plane with a suction gate stuck on the side.

If you only have weight in the rear, that's your problem.  How much weight do you have in the rear?  Also, what prop do you have on the boat?

• Ballast Setup?
• What prop are you running?
• What engine?

Without this info, you are looking at a lot of random guesses to the problem.
