SUMO Ballast pump draining super slow

Thank you in advance for any help. Has anyone had issues draining the sumo ballast bag with their pump (see pic) It will drain slow then stop. I’ll have to push into water then start it over to get going again but it stops. Could my boat battery not be giving enough power to pump? Should I turn my engine on?
