Why is my Rev limiter kicking in?

2008 23LSV - monsoon 340,  700hrs, 55oil psi, 170 temp, 13.8Volts, all normal when running.  Start & drive fine approx 1minute, then Rev limiter kicks in holding engine below 3000RPM.   What am I missing?

emc can limit rpm 

iirc there are two temperature sending units.  one is analog for dash and the other is a switch for the ecm.  if the ecm thinks it has not yet reached operating temperature it will limit rpm.

ECM rev limit is over 5,000 RPM or so.  You are either in limp mode (four cylinders firing) or just running very poorly.

Thanks, it is firing all 8 cyl's then drops into limp. I'll check fuel pressure and change fuel filter just because.  Code is a 'ghost', it alerts 'service required' but clears on red-button. I'll take to shop next week to see if any codes recorded.  To be continued! Thanks again all

Update on cause of this issue :  I had codes read from computer and i was had an active "Cylinder 8 Mis-fire" code, and several latent sensor codes from when I disconnected all other sensors while testing (O2's, MAP, Heat sensors).  I pulled Plug #8 and it was cracked and very likely mis-firing.  Changed out all plugs, distributor and rotor and the boat runs correctly ..... HOWEVER it still throws a "service required" signal on the screen every 90 seconds (tested and verified 10 cycles).  I will start a new discussion on this as it's a different issue.    A bit more context on the rev-limiter issue.  the mis-fire code put the boat in "limp-mode" which allowed the boat to run up to 2950 RPM's but not above.  Thx for the feedback and I hope this helps someone else.
