‘99 Sunsetter VLX Throttle/PP Issues

99 VLX, having some throttle issues. So when cruising around I can push throttle arm like normal to any spot and boat runs flawless, after riding just a few short minutes the boat rpms drop but the throttle arm doesn’t move and I have to continue to push throttle forward until eventually the throttle will be pegged out but the boat may only be running 40-50%.
 

I do have PP Stargazer Wake Edition installed but the problem occurs whether PP is on or off

Any ideas or tips!?!
