Hello I am just putting this here because I searched for days for this answer “where are the drain and fill pumps located for the hard ballasts” 

A: all drain pumps are attached directly to the tank. The fill ballasts are not located right by the tank they fill though. 
 

the front (bow) ballast tank drain is hidden in a small compartment, that has 2 screws. My screws were completely hidden! Must have been from a prior owner screwing them down to far, but I promise they are there. I will post pictures below for reference.
