(Newbie) Axis T22 lead ballast question

I recently bought a used axis T22. The fuel efficiency is about 12 gallons per hour out. I was reading that some lead ballasts in the front and a larger prop might help. Can anyone help me figure out how much lead and where to put it for fuel efficiency/better surfing? I searched the forums and see hints at answers but no clear answer

What year?

on our 2016, I would run 400 in the walkway or way up in the bow depending on crew size.  Also less weight in the rear.
