Ballast fills then drains

I have a 2005 23 LSV wake setter with additional fat sacks on top of the factory hard tanks in the rear compartment, when surfing yesterday the driver side fats sack would fill up and then drain out has anyone had this happen before? I don’t think it has a leak I think it was going out through the fill valve like it was being sucked out as we surfed. The fats sacks use the same pumps and plumbing as the hard tank

Thanks that is a great option, this weekend I will see if I can raise the current fill hose higher to perform the same function, if not that looks like a great option.
