Neutral button never worked because there wasn't one.

You might be thinking of a different model, because the throttle does have a neutral button. So does the replacement.

Early models of zf ski command had one.  Most of them have something that looks like a button at the pivot point but isn't a button. Maybe they reintroduced it at some point, but out of the dozen or so I have seen, only one had a neutral button. Note that one in pic below does not have a button.

Anyways - here are pictures.  You can see how the 3 micro lever switches are closed by the cams that the lever is operating.  The neutral one tells ECM if you can start and the other 2 control the fwd/reverse solenoids on the trans. The TPS is on the back of the housing

A button that locks out the gear shift so you can rev the engine with the throttle handle could be called a neutral button.

A button on top of the throttle handle that locks it in neutral could be called a neutral button.

They all have the second kind, but not the first kind.

If your second kind isn't working, it either broke a spring or more likely an e-clip.

Yup.  I have replaced 3 of those e clips for people now.  $0.25 solution

oldjeep, the e clip can be replaced to repair the throttle not locking in neutral? After replacing the throttle on my 2013 TXI 4 or 5 times I can't find them anymore. I tried replacing with the new livorsi Mefi 6 and the E control versions but neither worked so I have been living with the throttle not locking in neutral for a few years. Finally took to the dealer recently. They have had the boat for over a month and they can't get one of the new livorsi throttles to work either. Any advice on how to repair would be much appreciated.

Yeah - just look here.  It's a 15 minute repair.  One tip - tie some dental floss to the eclip when you are installing it.  The stupid thing sometimes shoots out as you are trying to clip it and is a pain to find.
