For those who's towers drop down easily.

Make sure you have the correct shocks on your tower. Malibu installs 3 or 4 different shock sizes depending on how the tower is ordered(loaded). If your dealer ordered the boat with nothing and then added stuff it most likely needs the shocks replaced.
