08 23LSV Integrated Front Ballast tank filling problem

I did some searching and can't seem to find any answers.

I have an 08 23LSV with the integrated ballast system. When filling my front tank it appears to fill approx. half way and then I start to get water coming out the drain hole like it thinks its full. I have had the interior out and watched the fill process to verify that it wasn't full in case the gauge was faulty. If I leave it run long enough it will fill, but it's constantly draining while it's filling. It's really driving me MAD and I don't know where to start investigating.

Has anyone ever had this problem? Any master ballast guru's out there that could shed some light on things to try?

The vent line could be clogged and causing it to build pressure and go out the drain. The vent should connect to the tank at the bow.
