Rear Ballast Access Panel Removal

Rear right ballast tank won't drain on my 2008 LSV, tried to get the small access panel off in the locker in the back to manually drain the tank and look at the pump but had no luck.

Does anyone know how to remove the panel? I was trying to pry it off as I couldn't find any screws but I didn't spend a ton of time looking at it so probably missed them? It's connected to something clearly...

SC, I'm not sure how close your '08 and my '10 are as far as the lockers go but, my '10 had the raised dog houses in each corner covering the rear drain pumps. The raised portions (3 pieces) for both were stapled on with 1 3/4 stainless staples @ every 1/2 inch. Both of the top plates were held on with one screw per side @ the 3/9 o'clock positions respectively. I unscrewed the top plate, then used a pry bar and a wooden slat (to keep from marring the surface) on one corner then worked my way around to get the raised pieces off. Then I took a pair of wire cutters and the wooden slat to grab one end of each staple and rolled/pried/pulled the staples out. The staples came out quite easily. I took the rear raised pieces out of my rear locker so my 1100lb bag would drain completly, also I had plenty of room to have my rear drains tilted almost vertical which supposedly allows them to drain better/last longer. Your pump impeller is most likely bad it is an easy fix, one screw and unscrew the blue ring to pull it.
