2003 23lsv front ballast problems

On my 2003 23lsv the stock front ballast was full well i went to empty it and nothing happend so i figured that the empty motor was out so i manually emptied the tank and replaced the motor and now when i go to fill the empty tank it just starts porting water over the sides like its full but when i go to empty nothing happens any guesses whats wrong?
