'95 Sunsetter, 454 dies under power

I know this can be caused by a bunch of things, but I'd like to get some ideas. This started happening last year - usually just after I had pulled a skier up the engine would lose power, sputter and die. It could be restarted sometimes but would just idle and cough. Usually after a few minutes it could be restarted and drive normally. After a little research I figured it must be low fuel pressure. My thinking was that the engine sensed low pressure, cut the fuel and the engine would starve. After a while of sitting, the sensor would see normal pressure again and operate normally. I replaced the fuel filter on the engine block and the problem went away...for a year. Now the problem is back. So the question now: Could a fuel filter get plugged up again so soon? Is there another filter somewhere that could be clogged? Could a fuel pump be causing this? It seems like most fuel pumps either work or not, but maybe it could be on its way out. Any advice would be greatly appreciated!!!
