2001 lsv Balast not filling

My brother (no really) bought a 2001 LSV with the MLS in it last year. He has just tried to use the balast tank for the first time and it does not fill. When he hits the fill switch for his mls, it pushes water out of the side drain instead of filling the balast tank. I pulled the hose from the tank and checked to make sure it was not clogged and it was fine. I left the hose disconnected and had him hit the fill and it still came out the side drain. If I plug the drain hole with my finger it comes out the fill hose. I traced the hoses down and there is a y union between the fill pump and the drain (I am guessing this is to make sure it does not over fill the balast bag. The pump is a 750 gph pump, but it looks like it is pushing about 200 from what I can tell.

Does anyone have a diagram on how this is supposed to be plumbed and could it just be that the pump is not pushing enough flow?

He is the second owner and Ski America has done all the work on it.

Dumb question... but is the tank full already and overflowing?
