Anyone know the best way to clean the air filter off of a 2000 Malibu Wakesetter (Indmar Engine)?

Does the filter separate from the two metal pieces that it is sandwiched by?

Is there a proper solution that the filter can be submersed in and not damage the metal?

I have sprayed it with carb cleaner, however it doesn't clean it very well and it takes a can of spray per side. I was thinking perhaps there is a "soaking" technique with a proven solvent.
