I'm trying to put a shaft log in my boat but the rutter is right in the way of pulling out the shaft ! do i pull the rutter or what ?

You will have to drop the rudder to pull the shaft out.

Do it from inside the boat, pull the arm that the steering cable connects to and you should be all set.

is there a trick to get the arm off ?

remove the horizontal bolt that pinches the chrome bar abound the top of the rudder then LIGHTLY tap it with a hammer and a socket or punch.

The thru bolt needs to be removed from the tiller (arm). The shaft of the rudder has a cut equal to a portion of the bolt diameter so that it is impossible for the tiller to come of as long as the bolt is in place.
