94 Echelon TPI rough idle after high RPM runs

I have a 94 fuel injected Echelon that doesn't like to run after high speed/demand runs; going between locations or back to the dock for example. After slowing down and setting into idle, the motor slows then revives itself a couple of times usually right before dieing. Then it is hard to start without giving it lots of neutral throttle, and smells pretty rich. I have already changed the fuel/water separator and the spark plugs. I guess the cap and rotor are next, but does anyone have any suggestions or ideas? I have tried to do a search that returned simillar but seemingly different problems with no solutions.

I reccomend a fuel pressure regulater and a new fuel pickup. If the regulater is clogged it will be down on psi starving it at times of accesive force, turns ect. Same to be said about the screen on the fuel pick up in the tank, or if the pick up is cracked and the motor is sucking air.

Also, look into your engine coolant temperature sensor (ECT). It sounds as if your engines computer thinks the engine is cold. That will happen if the sensor fails, the computer defaults to 32*.
