Both. I know how full the stick should read on and off of the trailer. And yes, there probably is a difference between sitting on the trailer and in the h2o.

As long as the engine is fairly level is doesn't matter where the boat is located. Don't check it on the water with the rear ballast tanks full or on the trailer with the trailer tongue jacked way up high.
