i've heard that a spotter is not required if the driver is trained or certified.

imagine this issue varies by state and local ordinance.

In Cali, a spotter is always required, certified driver or not.

i've been through the mi. deq. pubs and they are crystal clear wrt spotter.

i also suspect that they won't go to any great lengths to detail exceptions.

short of the mi.deq stuff i'm not too sure where to look next.

i had hoped that this water based community could be helpful.

No Observer - No Way. We once had a competitor run over during a tournament a few years back. He was trying to get an advantage by lining up for his slalom event about 30yds further away than usual. The observer spotted him at the last second and the swerve saved him from turning to hamburger.

Don't even think about it!!!

You need an observer in CA. I think the minimum age is 13. The only exception to this is in a tournament or exhibition. For this the skier life jacket rule can also be relaxed.
