Canada requires a boating license to operate any kind of powered vessel. Pretty straightforward 4 hour online course. It has good intentions but it in reality it does absolutely nothing to teach people how to drive a boat, safety about water sports or common sense. It’s primarily focused on navigation, markers found on the ocean, tides, etc, very little applicable to a user on a typical lake.
This also does not apply to rental boats unfortunately. Anyone can rent a boat with a quick 2 min safety rundown.

You cannot regulate/legislate away stupidity. I understand your feelings of frustration, but it will not change a thing.
Speeding, aggressive driving, driving under the influence - all illegal, and I’m pretty sure drivers ed is mandatory in every state now unless you are a farmer…

Florida passed a similar law with an age exclusion a long time ago. The reason for the age exclusion is that it didn't apply to anyone already alive, just those yet to be born. It would not have passed if it applied to any voters. I saw the attempt as basic age discrimination and voted no. If it is a good idea, it should apply to everyone. I don't think it has made any difference at all in terms of safety.
To be honest, I don't think I want "the Man" roaming around all the time stopping everyone. Making sure I have a life jacket doesn't really make me safer, even if something happens. It is too hard to police a bunch of people who loosely follow the rules, or even the occasional blatant idiot.

Do you at least get an insurance discount? I got a pretty hefty discount for having a safety certificate.
it’s also required for Wake the World so I would have needed mine anyway.
