What about the fuel filter(s)?

A faulty or disconnected knock sensor also limits RPM.

if temperature signal to the ecm indicates the engine is too cold the ecm can reduce rpm until the temperature increases.
i don't remember the specifics (temperature and rpm), google it.
cheap and easy to replace the temperature sensor. note that there may be two sending units. one feeds ecm and the other provides signal to the gauge on the dash.
iirc you don't use teflon tape on the sending units as they rely on being grounded to the block.

Ok , still fooling with it. Couple questions :
1. There seems to be a little small light bulb right behind the shifter. Should this be illuminated? I don’t a a light on if so.
2. there’s 3 plugs coming of solenoid off transmission 1. Fwd plug 2. Rev plug 3. Plug has nothing connected to it and can’t find a plug any where in there where it plugs in to, should this plug be connected?
