Personally, I think 0.4v drop with just the fuel pump is maybe too much. I would clean the primary cable connections at both ends (batteries and engine). This includes the ground lug on the engine.
I will pull one of my batteries and directly jump it tomorrow (rather my son will) as you stated, thanks!
My back and body can't handle the positions it takes to work on the starter in these boats any more so I'm heavily relying on my 15 yr old son to do most of the work. I would like to verify the wiring to the solenoid. Does anyone have a pic of their starter wiring?

are your battery and ground connections to batteries / block (ground) / starter all clean and tight?
12.8 actually at the starter, batteries are less than a year old and freshly topped off. Ground to the engine was wire brushed and reinstalled a few days ago, all battery and starter connections are clean.
