Depends on policy.  Recovery is a separate line item from agreed value depending on where you buy your insurance.

Recovery could also be part of 3rd-party liability as opposed to first-party-fix-your boat coverage.  It depends on the policy but generally a good marine policy will account for the law of salvage and the fact that a sunk boat is a hazard and a nuisance.
