2018 T23 Power Issue

I have a 2018 T23 with the Monsoon 450.  When I fill all the ballast up it will only get to around 7-8 MPH.  I can go in the Speed calibration setting and bump it up to 25-30% and get a little better.   I can run 1/2 to 1/3 ballast and get a decent wave.  At times after running this way it will actually derate.  My first thought is to put new fuel filter and plugs in it and see what that does.   Any other suggestions?  TIA!

Without more information my first thought would be weight distribution. If you are filling all the bags and then have everyone sitting in back trying to watch it’s never going to get up to speed. Your weight should roughly be 60% in the rear and 40% forward. If you fill the rear bags full you need additional peope/lead/ballast up front.

without ballast, any trouble getting on plane / to WOT?  if unable to get to 5400rpm and mid 30's mph, then could be an engine issue.  else i agree with @vaporbluebu that it could be a setup issue (lots of people and weight in the back means prop is pushing nose to the sky instead of boat forward).

This.   What does it do unloaded?
