Play in steering wheel 2011 malibu wakesetter 23 lsv

I have a 2011 malibu wakesetter 23 lsv with very sloppy steering. It has about 3-4 inches of play in the wheel before it engages the rudder.  Could this be the steering cable or does that sound more like it is in the tilt/steering wheel assembly?  I have traced the steering cable all the way to the rudder and all brackets etc are tight and it is tight where the cable attaches to the rudder.  Anyone have any pointers ?  Thank you  

not hydrolic steering sorry forgot to add that

It could be the helm, or it could be the end of the cable at the rudder.  You'll want to inspect the helm to make sure all of the bolts are tight, then have a helper turn the wheel back and forth while you watch the cable at the tiller mechanism.  If you see the cable nut and tube moving back and forth at all, something is loose there.
