I won't bore you with all of the details because there is already a lot of information in the forums about surging issues and all of the possible causes.  I think my main issue is that the fuel pickup tube was seriously kinked when I removed it.  It is about 18" long and a flexible tube with a screen on the end.  Moeller currently makes an assembly that looks exactly the same.  The problem is that I believe mine to be 1/2" NPT fitting that mates with the tank and I can't find anything that size.  Anyone have a lead on a replacement?
