Absolutely, you can put bags in. Do you have the existing thru-hill fittings, pumps, and plumbing? Or are you starting from scratch? Your plumbing/pump/vent setup will influence what your ballast bags look like.

Take a look at Wakemakers, they have great customer support and can talk you through everything you need for your install.

I have Ronix 800lb bags in each rear corner of my 2003 21’ Wakesetter VLX. They fit nearly perfectly. I also have the factory belly tank (somewhere around 300-400 lbs if I remember right) and 250lbs of lead in the bow.

My focus would be on finding ballast bags that fit your compartment well over shooting for a specific weight. If you find you aren’t getting enough out of your wake adding lead is always an option. Don’t forget you need bow/belly weight for a clean wake. Sinking the back of the boat without balancing out the front will make a big, washy wave with no push for surfing or pop for wakeboarding.
