2012 Response Speedometer issues

2012 Malibu Response speedo issues. We have two identical boats. One developed speedo issues last summer. It erratically started to indicate high readings. Both the analog and the digital correspond so I don’t think that it’s the gauges. Last fall I swapped the computer out of the other boat. No change. This spring I put in the new complete paddlewheel assembly and the lead to the dash. I thought I had it. For an hour and I half it worked great. Then, pulling a barefooter, it started acting up again. It goes bonkers at higher speeds. Again both digital and analog run together until analog pegs and then digital keeps going. I noticed now that the rpm affects it as well. Going 35 for example and punching it will change the speed and act more like a tach than a speedo. All I can think of is a bad ground but i have removed and cleaned the main ground at the motor. Malibu and dealers are absolutely no help. Ideas?
