I have a 1990 Malibu Sunsetter, the transmission button under the throttle, does it have to be pushed in, or out to be in neutral? Thanks.

For your transmission to be in neutral the throttle lever must be in the neutral position.  Straight up. Pulling the button out allows you to move the throttle lever without operating the transmission cable. Pushing the button in results in normal operation of the engine throttle and transmission cables.

And if you are having trouble shifting, it is most likely due to worn out cable nuts.  They are cheap and easy to find.  Count the turns off and back on the cable so you don't have to do an adjustment.  If you find one bad, go ahead and do both ends of both cables (four nuts total).
