2016 brakes not working that great

Just bought a 2016 vtx and the trailer it came with not sure if Malibu brand or boat mate ( dealer marked it as boat mate on service slip) trailer but the brakes didn’t work at all. Previous owner said he towed it 90 miles tops which I believe so i assuming they never worked from the factory. Master cylinder was dry so I put fluid in it and didn’t help so I brought to my local dealer. They bled the brakes and they showed me they work but they don’t seem to work well. Uplug the lights going to the trailer and put it in reverse and I can easily move the trailer uphill which doesn’t seem right.  Dealer said that is fine but called boatmate and he said no way and to replace the actuator inner member. Anyone else ever have this issue?  Hate to by a inner member and it doesn’t work and maybe I’m expecting more out of the brakes. Thanks

that is the easy quick solution , it will fix it
