2013 axis a22 center ballast pump had not been working since I bought the boat. Originally, the pump when switched on, would not make a sound and about 5 seconds later would flip the breaker. 

I installed a new pump today and still nothing. Pump does not power on but now does not flip the breaker when on. 

What am I missing here?
