Black push button on 08 VLX not locking shifter.

Was on the water and noticed the safety button no longer locked the shifter. It still has the spring and is sitting in its normal location, it’s just not locking it. To be honest I don’t hate it but it’s probably a safety deal so I better fix it. Also, how do you remove the cap?
