I’m having to remove one of my rails upfront since it’s bent. It’s for a 99 Malibu sunsetter LXI.  Are they easy to remove?

Yep, easy. Like 4 bolts hold them on. The hardest part is reaching up and around to get them off. Should be 9/16 if I remember right
