99 malibu wouldnt go any faster

So today we were surfing 99 malibu, floating wedge, 2100ish lbs of ballast, 1945 prop, 4400 ft elevation, 4 adults. I was playing with speeds and found that it would not go any faster, i had it full throttle, PP set at at 11 and wouldnt go faster than 10.6 ish. Moved 1 adult to front and it planed out a little and would hit speed. I assume this is normal? Im pretty new to this

You try it with perfect pass off?

sometimes perfect pass would hold slightly less then set. 

Enough weight in the front? To much in the back and won’t really get on plane. 

My old 2002 VLX with 2600lbs of ballast wouldn’t have any problems unless everyone was sitting in the back.

I think that may have been the issue, because it would plane a little and go faster with a person in the front. Noni didnt try without PP, it just kept saying more throttle and i had no more to give.
