Anyone know if the PW I on a 2014 Wakesetter in the full down position should be parallel to the water line, not angled up at all? Seem to be getting extra drag while surfing now and I noticed the wedge angle was off horizontal. I just had both wedge actuators replaced after blowing the mounts on them.

Check all the hardware that secures the wedge.  I went through something similar two years ago on my 13 23lsv.  I got under boat and there were a bunch of loose bolts.  Ended up pulling out of water.  Needed to get actuators done and they also recalibrated wedge and tightened everything up.
