HELP.... My 2019 WS LSV starboard side ballast will not drain.  I have cleaned what I think is the fill pump and replaced fuses for fill and drain.  Is there a "drain" pump and where is it located?  

Both starboard hard and soft ballast are full and all other ballasts are empty.  Also, am I wrong for assuming I should be able to drain while out of the water?
