2001 Sunsetter Gelcoat and Engine Maintence

I just had a marine survey conducted on an 01 Sunsetter that I'm in the process of purchasing. The boat is generally in good shape. However, the surveyor flagged a couple of items:

 

1) Moisture: Readings from the moisture meter were extremely high in the transom and wetted areas. The hull was solid when pounded with a phenolic resin hammer. The high readings could be an indication of an issue or a result of copper based pigment in the gel coat. Unfortunately, Malibu does not have any info on the gelcoat from that era.  Have any of you run into this? Any thoughts? 

2) Hoses: It looks like the hoses are all original. What's the ballpark range for a marina to replace?

It's a 100% composite boat that should not saturate.  I've heard rumors of a gap that could collect a small amount of water, between the inner liner and the hull, but never tried to verify that. All of my 2003 hoses (and belt) are original and I have no intension of changing them now, or in the future. Visual inspection supports that. Boats in 2001 were well built with pride and relatively simple and easy to repair, especially a direct drive. My boat spends the whole summer in the water.
