02 VLX vdrive oil light on

Just replaced the vdrive oil sending unit and ran it on fake lake in neutral up to 1800rpms. Light did not go off. I took the sending unit off and revved it up and no oil came out. Does the boat need to be in gear to for the vdrive to create pressure?  If not then what are my options, the boat runs fine in the water

Yes, it needs to be in gear for it to work.  Light on in neutral and at forward idle is normal.

So the oil was changed and at level. I got a new sender from marine transmission inc and the light stays on. I gone up to 3k still on. I took the sender out and it definitely seems like some oil is coming out when I had it on 2k. I was by myself so so it was hard to see how it was coming out by I put my hand and probably about quarter size or more oil came out. Oil level is fine, connected sender back up still light came on. I’m going to change the drive oil a couple more times but does anyone have any suggestions

Hate to be a stickler for detail but you never said if this was with the transmission in gear or not...

If the oil pump pin is sheared, it won't make pressure, but it could be some other issue.  There is a spring in the oil pump, so be careful if you take it off, and it must be reinstalled correctly.
