99 Sunsetter VLX - RPM Gauge Troubleshooting

hey everyone I have a 99 VLX with the 5" medallion gauges. Recently been adding some upgrades and making some changes to the boat, while doing that I have turned the key on and off a few times checking switches etc. Well lastnight I started the boat on a water hose for first time this year. The rpm gauge was at 3000 before starting the engine. I heard the buzzing noise and it bumped like it was going to sweep and come back to zero but never did. When the boat was running the rpms were moving around 5-600 rpm but located on the gauge at 5500. Is there anyway to get the gauge to reset back to zero??? What should I test or look for?

You can pull the tach and speedo and swap their plugs to see if the problem goes away but usually when the tach needle goes haywire like that, the gauge is a paperweight.
