How to drain rear starboard ballast tank?

So, the fill pump works fine but it will not drain. Is there a second pump for draining? The other side sounds like there is a pump underneath the carpeted floor above the tank when I drain that side.

is there a way to drain the tank manually. Is is easy to replace these pumps?

@KNebrig the pumps are easy to replace.  In an 09, you should find a carped box in against the transom in the rear compartments.  The screws can be a pain to find sometimes.  but remove the top of that box, and you should see the drain pump, they get stuck eventually.  there is 1 screw in a blue tab that holds the retaining ring in place.  remove that screw and twist off the retaining ring, then the pump cartridge should come out. probably requires a good wiggle if its origional. wehn you remove the pump cartridge, the water drains into the bilge.

Bakes and lots of other places carry the pumps, just order up a new one, and replace the cartridge.  

Sometimes you can spin the impeller by hand and get it to start working again, put some lubricant on the impeller shaft, and it may work, may get stuck again.  I kept a couple spares on hand for out 2011, took me about 15 minutes to replace.

Also, if the pump is stuck, the fuse under the dash has probably blown, its a 5 amp (i think) automotive blade style fuse. I also kept a pack of those in the boat.
