Replacing Fuel Cap

So I lost my fuel cap, and need to replace it. 
Wondering how the wire retainer is installed, and how to install the new one. 
I do have gone if the wire still connected inside the fill tube - maybe crimp them together?

When we replaced the cap on my in-laws lxi, we got rid of the wire.  Theory was that it was better to forget the cap in the boat or dock than have it smacking against the side until the wire broke (again)

This is the first time I have forgot to put it back on.  I added Sta-Bil when I was in the slip, and must have left it loose.  Then when we were out for the last ride of the season, it must have snapped loose.
