Replacing Fuel Cap

So I lost my fuel cap, and need to replace it. 
Wondering how the wire retainer is installed, and how to install the new one. 
I do have gone if the wire still connected inside the fill tube - maybe crimp them together?

This is the first time I have forgot to put it back on.  I added Sta-Bil when I was in the slip, and must have left it loose.  Then when we were out for the last ride of the season, it must have snapped loose.
