I guess I should clarify my opinion.  5200 is mostly permanent, so under the strut is a good place for it, also on tracking fins.  But on any bolt (transom swim step bolts, shaft log bolts, rudder assembly bots, strut bolts, etc) I personally would use 4200 to seal the hull.

I certainly wouldn't buy two different products to do this job.  I'd probably go with 4200 simply because you aren't sure if this will fix it, and you might have to pull it again. 

Pull the strut and see if you can tell if it wasn't sealed properly.  You don't have to pull the rudder to get the strut off.  Check the cutlass bearing while you are at it.  You will have to do an engine alignment when you put the strut back on, but I think you needed to do one anyway.
