engine compartment fumes

Looks like a retro air extraction pump in our boat.  It is at the lowest point 

Question...Is OEM air extraction pump located at the bottom or top?

Fumes rise so should it not be high?

Gas vapor is denser than air so they settle in the bottom of the boat.  That is why all blower systems have the intake hose mounted low in the bilge.
