Steering Lock-up Out of Water

This may sound like a stupid question, but does the steering lock-up or get super tough to turn when the boat is out of water? I can't even move my steering wheel, but someone told me it might be because it isn't in the water...like the water help lubricate it and allows it to break free. Just want to know if I have a bigger issue on hand before dropping it in the water to check.

It should be finger tip steering in and out of the water.   You could disconnect the cable from the rudder and see it it is the rudder binding or the cable. You should have one or two grease zerks at the rudder to add grease. It does not take much. Too much grease will make it bind. If the rudder is swings without much effort and noise then disconnect the cable at the steering wheel to check the wheel. If you need to replace the Steering cable it is not that hard to do.

Appreciate the help. I will check...

After reading some posts here, seems the cable is the typical culprit. I hope that's the case since it doesn't look too hard or expensive to change out.
