Exactly as the title says. What is the hatch for to the left of the driver and in front of the engine cover on a 99 response for?

On my 2005 it was the “Ice chest”.
A small storage chest with a build in drain plug that emptied into the bilge.

Mine never saw ice though, I stored all kinds of stuff there. Dock lines, tools and the likes.

Consider it your boat's belly button. Useless, except for collecting lint.

It's not insulated well at all and pretty useless as a cooler. But it's a good little locker for dock lines.

Dry ice cubes, Then a piece of cardboard, topped with H2O ice cubes, and a case of beer. Your good all day. Just don't let the beer touch the dry ice.
