Ballast to improve older Response wake

Considering two (2) 400 lbs fat sacs to slightly improve the wakeboarding behind my 1995 Malibu Response (closed bow). I have the wedge, which helps, but the bow rides pretty high when its deployed and the wake washes out more quickly than I would like. On a typical outing I don't have much heavy gear and 4 ppl or fewer so we can still slalom. Obviously, I need to have realistic expectations regarding the potential wake I can safely get out of a DD with low freeboard. Anyone out there have experience placing some ballast in one of these older Response? If so, how much and where?
