Bow drain pump blowing fuse

2012 VLX. I pulled the pump and bench tested it and it worked dry. Put it all back together and filled tank and when I drained it,  it blew the fuse again.  I am assuming it’s a bad pump that works when dry and not under load and shorts out under load. Any input?  Could it be something else in the wiring?

I wouldn't think there is enough load on those to change it, my guess would be a short in wiring between.
