2006 23lsv fuel issues.

Hi guys I need some opinions! I'm working on a 2006 lsv. When I went out to work on it the boat wouldn't start at all. Had zero pressure in the rail. So I replaced both of the fuel pumps in the tank. When I was putting it back together I noticed that the pressure regulator mounted on the top of the fuel cell came apart. I pressed it back together, thinking that would allow the boat to run. And it did, the boat started but it idled a little low. I was able to rev the boat in neutral with very litte pressure in the rail <10psi. We took the boat to the water and it wouldn't rev over 1300 rpm and was backfiring. I called malibu and got the regulator ordered but im just curious if you guys think I should look for other issues? I'd also like to know why in the hell malibu put such a small fuel cell in the tank? The thing won't pick up gas if the boat is under a quarter tank. Pretty positive thats why the pumps failed in the first place.
